On June 14, 1904, a petition signed by more than 100 voters was presented to the Albany City Council to call a special election to vote on an annual tax of one and one-fourth mills on $100 valuation to establish and maintain a public library. The necessary procedure was carried out and the election was held on July 5, 1904, The result was 235 for and 45 against the tax.
